As such the undersigned asked you to appear physically to explain the reason for said illegal construction, accordingly you being personally appeared before the undersigned verbally took two(2) days time for dismantling but you failed to comply the oral instruction. Therefore, as per provision under section 17gof Assam Municipal Act of 1956. It is necessary to obtain prior permission from the urban local body for construction & re- construction of boundary wall. Manual Scavenging Ban OFFICE OF THE LAKHIPUR MUNICIPAL BOARD ::LAKHIPUR ::: CACHAR No.LMB 336/2022-2023/ 7 7 A Date : 15/05/2023 ORDER With reference to NGT Guidelines received from Mission Directorate , SBM(U) Assam , discharging of sanitary waste containing fecal sludge and grey water directly to the storm water is a grievous crime . As the storm water drain falls in the water bodies nearby , as such any citizen/household/Commercial buildings are found to connect the outlet of their septic tank directly to the drains , a penalty of Rs.20,000/- (Rupees Twenty thousand) only imposed as 1St warning on the offender while on 2nd instance an amount of Rs.50,000/-(Rupees fifty Thousand Thousand) only will be levied upon the offender and on third instance the house hold/commercial establishment will be sealed . As manual scavenging has been banned so if any citizen is found to engage any person for cleaning of septic tanks , necessary action will be taken as per Manual scavenging Act 2013 . For Clarence of Septic Tank Cesspool vehicle is available with Lakhipur Municipal Board . Citizen can avail the service on payment of Rs. 6,000/-(Rupees Six Thousand) only per trip . No manual scavenging to be employed for clearance of septic tank . The order comes with immediate effect.
